Smartsheet — "ECR 2024+"
Both sides are live until the sheet is retired, so this reconciles in both directions. Pull runs first, so an ECR someone typed straight into the sheet exists here before the push runs and can't be given a second row.
- Each ECR remembers its sheet row, so it is only ever updated — never appended twice.
- New numbers are claimed on the sheet at the moment you hit Submit, filling the reserved blank rows (00700 onward) in order.
- Historical rows imported from the register are linked but not pushed back — our copies came from a PDF and are lossier than the sheet's originals.
- Nothing here ever deletes a sheet row. Anything ambiguous is reported, not resolved.
